Court Affirms New Mexico’s Second Chance Law, Ruling Man Incarcerated at 17 and Granted Parole in 2025 Must Be Released After 31 Years
A state district court ordered the New Mexico Adult Parole Board to release Jesse Tooker to the community, ruling that New Mexico’s landmark 2023 second chance law requires that people sentenced to prison as children be eligible for parole regardless of whether they carry consecutive sentences from the same case.
